I've always read that Forms were limited to JSM and Work Management Projects. However, several months ago I noticed there was a Form feature option in Projects Settings/Issues for our Jira Software Projects. We do not have any Add-On apps for forms so I figured it was a new feature released.
We've successfully been using the Form feature with some of our Software Projects directly in production instance. I wanted to play around with some scenarios and decided to do it in our Sandbox. To my surprise the option is not available in Sandbox. Any thoughts?
If you had ProForma Forms installed before it was integrated into JSM you have access to forms in Jira. And this would be the reason you don't see it in your sandbox environment.
I agree with @Mikael Sandberg. But I suppose that may not answer the question about why it's not showing up in your Jira sandbox 🤔
Jira Cloud Premium entitles you to "24/7 Premium Support" and I suspect someone from the support team will help you sort this out, @James Spicher.
I'd give the Atlassian support team a shout.
Hope it helps,

Hey James!
How are you doing, brother? Yes, we got support to turn that on for JWM projects back in the day. Only Atlassian support could do it. We did not request it for Sandbox, so you will need to ask support to turn it on for you there.
