I checked the settings in the notifications admin tool and it had checkmarks for all.
Notifications are not in my SPAM folder.
I suspect my domain and/or email address are blocked in some way as I have seen from other threads that a support engineer was able to run an email address through some tools and it came out rejected but when she removed the block things started to work...
Could I have someone do that for me as well?

it seems to be working now for changes I've made this aft?
Does it just take some time for the 'show my own changes' thing to kick in? I turned it on this am and did some (unnotified) things, and just this aft I was making changes and decided to post this -- but hadn't checked to see that the changes I JUST made notified me..

I checked to ensure there were no blocked, bounced, or prevented emails from going on from your domain. There are currently no blocks or bounces present.
Happy to hear notifications are working now.
As for the delays between changes and notices, an email workflow can have multiple dependencies, which can manifest as delays in getting your notifications. It's not uncommon for an email to be delayed based on where it's being sent from and where it's being received.
