Unfortunately that isn't feasible in Jira https://support.atlassian.com/jira-cloud-administration/docs/manage-global-permissions/
You can either grant Administration permission or not.
Although if you want to restrict the work flow editing, and keep the changes limited to a project would suggest checking the Team Managed projects.
Will share any Marketplace app if that may fulfil this use case.

Unfortunately not.
I checked the marketplace too but didn't find anything for Cloud
DC does have this available as a plugin https://marketplace.atlassian.com/apps/1213685/secure-admin-share-admin-access-safely-and-securely?tab=overview&hosting=datacenter, you can try to get in touch with the devd of this app to see if they might have anything planned for Cloud

On Jira DC, you have the ability to Extended project administration. This gives project admins the ability to make certain changes to workflow for example. However, this is not possible in Jira Cloud.
Instead, I would recommend using Team managed projects for projects where the users may want to work on their own workflow and tweak this as time goes on. You may read more about this here: https://support.atlassian.com/jira-software-cloud/docs/what-are-team-managed-and-company-managed-projects/
