we are trying to migrate Jira, can we use developer license in new server and test the product. once the testing is done can we apply the production license in the tested new server. can we remove the developer license and apply the production license

Yes you can, just make sure that you decommission the old server first if it uses the same license.

when we restore the xml backup in new server which runs on developer license, which license will be active in new server is it developer or production license

The xml will not have the production licence in it, but once it is all running, you can just paste it in.

How do we change the licenses using the GUI. example changing from developer to production license. please help with the steps

Go to admin, and use the search to find the licence function.  It's moved a few times, and you haven't given us the version, so I can't be sure where it is in your install.
