Trying to write an automation rule to different custom filed value to different email group.
but is there a way to do it with the automation or other ways?
ex: when the creator select infrastructure , only the infra team will receive the email

Though I may be making a lot of assumptions here, this almost looks as if you are trying to assign issues to different teams based on the selection of a value in a custom field. Using email notifications for every single issue may be technically possible, but pose you a lot of challenges to work around standard functionality of the tool.
It may be much easier to set up a board or a dashboard that shows teams their issues. Just create a separate filter for each possible team / value in your custom field and use it as the data source for boards of filter results gadgets on dashboards.
For the infrastructure team, your filter would look like this:
"Affected service_test" = Infrastructure
For eCommerce this would be:
"Affected service_test" = eCommerce
and so on.

If you still feel email notifications are the way to go, you could use the exact same filters I described above and set up filter subscriptions for the groups you intend to reach. They let you send out a list of issues at once (instead of separate emails for each issue) at predefined intervals (every day, week, hour, ...).
