We use both Jira Cloud and Jira Service Management.
In the Jira Cloud projects, we can reply to a comment to create a conversation (as described in https://community.atlassian.com/forums/Jira-articles/Reply-to-comments-for-meaningful-conversations-in-Jira/ba-p/2961678).
Is the same functionality available in JSM?
"Is this feature available in JSM?: Unfortunately, this feature is not supported in JSM as of now; it is exclusively available for Jira users."
This info is available in the comment of the article cited, confirming what John mentioned. It is a super cool feature though.
Hi Wouter,
I do not believe that functionality has come to JSM yet. The article specifically mentioned Jira Cloud. My suspicion is that the Internal and Reply to Customer differentiators for the comments in JSM introduces extra challenges for them.

Since Atlassian has not yet released the functionality to JSM yet like Fazila & John mentioned and if you are open to solution with 3rd party app.
you can try out our app: ThreadWave Comments for Jira & JSM | Atlassian Marketplace
which supports threaded comments in JSM project as well as in customer portal which allows customer to reply for specific comments
Regards,
Leo
