Rest api remote How to?

I know I  can rest call https://MyCompanyHere.atlassian.net/rest/api/3/serverInfo

so I know api server is there.

I 'm using php, found many libraries for it(mostly outdated), but can I ask  a clean end to end procedure to build from scratch?
