But my server can be switching to new server.
How I can keep the license to new server?

you simply need to copy the existing licence key to your new server.
The only thing to keep in mind is that you should not have both servers running at the same time, with the same licence. So remember to stop your old server when you migrate to your hosted server.

Along with this, when you cut over you can have the "new" server use your developer license so both servers can be online at the same time. Once ready, power off your "old" server and move your production license key over to the "new" server.

Are you intending to keep the same database you have for Jira? If so, then you probably do not need to do anything. As Jira stores these licenses in it's database. Hence if you are just connecting to your existing database, the license(s) applied in the current database will be used.
The only way this might not be the case can be when you have an empty database for a new installation, and then import an XML backup. This method can use the same license as was in the backup, but there is also an option in this setup wizard to use a new license key at the time the data is imported. This can be a useful feature if you are actually upgrading Jira, because you need to make sure your license is active and not expired to be able to upgrade Jira.
