Is there a way to send updates of tickets to a "custom chat"? We are having our internal chat, which doesn't have webhooks - and i need a way to update a chat room when a specific type of tickets are changing.

We need some more details in order to offer any assistance. Does your "custom chat" have an API? You probably will need to build a middleware type solution that awaits a webhook call from Jira and then posts to your chats API.
