Unable to add a user to a role: "No Options"

I am trying to add a user to a project.

Project Settings > Users and Roles > Add users to a role

I am attempting to use the "add users to a role" feature, and no matter what I type in there, It says "no options". We have hundreds of users, so any letter would bring back results. No matter what I type, nothing appears.

I have tried to just type in a single letter, the first or last name of a user in our system, and nothing works. I have tried multiple browsers, cleared my cache, and am not getting any results. I am admin user, but it seems that my account has some issue blocking it that I cannot figure out.

Note that we are using the Data Center setup.

Check to see if you are in the jira-software-users group.  Sounds crazy but this has resolved users in my DC instance that couldn't find or @ mention other users.

When you say admin user you are project admin or instance admin?...if you don't have browse user permission...check here...https://confluence.atlassian.com/adminjiraserver0910/managing-project-role-membership-1282245624.html

Also there are errors giing on in background that atlassian is working on that might be related.

Hi, I am a project Admin. I checked that link you sent, and I have confirmed that I have "administrators" access.

What version of the product are you using?

Do other admins have the same experience?

Are you able to find users and groups in other projects' Users And Roles pages?

Are you able to find users in user picker fields within issues and using "@" mentions?

    • Jira Software 9.12.4
  • Do other admins have the same experience?
    • No, it works for them. I have confirmed I am an admin user: so not sure why this is happening. But it does seem to be isolated to my single account, and I dont know why.
  • Are you able to find users and groups in other projects' Users And Roles pages?
    • No, I an unable to find users in other projects when using "add users and roles". It appears to be global (at least for this user)
  • Are you able to find users in user picker fields within issues and using "@" mentions?
    • Yes, @mentions are working

If you just pull down the list and don't type anything, do any entries display?

So far I'm stumped.

Clicking on the down arrow gets the same results: "no options"
