Unable to create epic

I am running a self hosted JIra instance (version 7.11.1) and am unable to create an Epic for my projects.  I followed these steps:

1. Click on project

2. Click on Backlog

3. Click on "Epics" Tab

4. Click on "Create Epic"

I am only permitted 4 issue types: Task, Bug, Improvement, New Feature

None of these are Epics.  When I finally hit "Create", it creates a Task, which isn't linked to any Epic.

When I create a follow-up task to link to the 'epic' I just created, there IS NOT any option.  I'm fairly certain the epic isn't created.

What can I do to create an Epic?

It seems you don't have EPIC issue type added to your issue type scheme for the project.

If you don't have the permissions to do the above steps ask your Admin.
