Unable to share a filter

I am unable to share a filter, as there does not appear to be a button in the UI that would let me share it. For example - where in the below screenshot should I click to share my filter? I can't see any options to share it when it is a saved filter either.

I have also looked in Manage Filters, but cannot see an option there.

I have successfully shared a number of filters in the past, so cannot work out why the option is not where I am expecting to see it?

Any advice would be warmly appreciated!

Permissions:

I am a member of Jira-administrators, and Jira-software-users. In addition, I have verified both these groups have the "Create Shared Objects" global permission, as verified in System -> Global Permissions.

We also suddenly lost this functionality. 

Looks like you have to move to the new JIRA experience and then follow the instructions here:
