I would like to ask whether there is a way to use the Jira project management tool and store project-related data (documentation, meeting minutes, specifications, and so on) on a local server, or local storage?

Atlassian is no longer offering new licenses for their server hosted option (neither for Jira or Confluence), so the only option if you need to host your data yourself is a Data Center licence. I see you're on a free plan, so you probably don't have the hundreds of users that usually make Data Center a good option.
If data residency is really your concern, you do have some options if you use a paid plan on Cloud. Check out this page for details: https://www.atlassian.com/software/data-residency
Thank you very much for the information. Currently, I try to find a new useful tool for my organization's purposes. I am working for off profit sector and I need task management software. It would be used by 2-300 colleagues on a daily basis.
But in Hungary and in the EU we have some regulations for data handling, so we have to store every project-related data only locally.
Do you have an option for this special case as well?

It sounds like you could use the help of a solution partner to identify what kind of set up/configuration would best meet your needs. Have you tried contacting Meta-Inf?
