Is there a way to give customers and agents the ability to view other issue types besides service request in the portal? Seems like this functionality is pretty base level, but I have not found anyway, nor anything besides posts from years ago, to make it happen.

As stated in the link that you have provided, you can expand the issue type list in your Jira Service Desk project by setting up new Request Types; Setting up request types.
