I must be missing something... The release notes for 4.4.1 talk about having a cog by the filtername to "change owner", but for the life of me, I can't make it appear. I'm on 4.4.4 and I'm definitely logged in as an admin user (a user with the global 'admin jira' permission). The only cogs are besides filters that my admin owner owns.
Am I crazy?

Administration > Users > Shared Filters or Shared Dashboards
It's frustrating that I had to read the JIRA 5 release notes to see where the screen was, for a feature released in 4.4.1.

I agree, why can't admin change ownership from the standard "Manage Dashboard" screen? Having to go to user management to access a special Dashboards section that only serves the purpose of changing ownership seems unintuitive.

Are your filters shared? I am just guessing that the 'Change Owner' functionality is for shared filters only.
