I am trying out Jira to move from a locally hosted solution to web-based.
I am stuck with user management with two issues:
1) In ATLASSIAN Admin, going to Directory and selecting Users, I can use Invite users to invite a new user. They got the e-mail, clicked on it, and can now navigate the new site but when I go to Users it still shows the user as Invited and not Active. What do I need to do?
2) I would like to add all user detail (name, e-mail, etc.) before I start migrating from current solution (exporting to CSV, then importing back in new site) because existing stories will be linked to specific users that need to be in place. Is this possible?
For the record, this has to be one of the dumbest ways of user management i've seen in 40 odd years. Specifically it being the ONLY vector to add users. Seriously I have to email an existing user to add them to an app? This smells like terrible architecture hackery....

Once the user accepts the invite and creates a password and logs in then you should see a date of last login rather than “invited”. Now there may be some delay here as I have never really watched it to be honest. Regarding your second question there are profiles within Jira that the individual users can fill in if they so choose.

@Pieter Winter I don't think you can create users manually in jira cloud as you can only invite them,
