Want to hide certain queues for certain agents on Jira service desk. Is that possible, also is it possible to restrict access to agents?

You could create separate groups for your projects. https://confluence.atlassian.com/cloud/create-groups-and-update-permissions-744721627.html

The queue hiding is not possible out of the box, we use https://marketplace.atlassian.com/apps/1216386/queues-for-jira-service-desk?hosting=server&tab=overview to get some extra functionality.

If you only need to hide the tickets and not the Queue names, you can Issue Security. Let's say Issue Security is based on the Issue Type. If the Queue is based on IssueType then they would see the Queue name, but zero issues. If you want to hide the Queue name as well, then you would need the Queues for Jira Service Desk AddOn.
