is it possible to make an issue read only but allow work logging

We set the property jira.issue.editable to false on the statuses and it works but it does not allow any work logging (not available in the menu)

No, ultimately the issue is not editable and worklogs constitute an edit. I can't think of a way around this one without some ugly transitions+new statuses -- unless you go the route of customization using either custom Java or ScriptRunner.
