I would like to see if anyone knows of a way when moving issues from one type to another if there is a way to require that that after the move the ticket is in the open status?

If you are not a Cloud user and can use ScriptRunner you can implement a Script Listener that will transition the issue back to Open when its type is updated.
You don't need to write a custom script. ScriptRunner has a "Fast track transition" listener that you can use.
