If you're looking to set a maximum character limit on a form field in Jira Software native forms doest support this kind of input in forms.
However, if you're open to using an Atlassian Marketplace add-on, Smart Forms for Jira offers exactly what you need.
Set a max character limit (and min, too) on almost any form field (e.g. text input, paragraph field)
Show custom validation error messages when a user exceeds the limit
Use regex validation for advanced control over formatting
Apply limits to fields used by internal teams or external users (via the customer portal or public form)
It’s a great way to ensure that responses stay clean, consistent, and within boundaries—especially when collecting things like short descriptions, IDs, or file names.
The maximum characters I'm a short field is 255, and paragraph (multi-line) is about 30,000.

The max limits are pretty hard and fast. You can set character limits in forms that you make though.
Any time you use one of the mentioned fields in a form, the panel on the right allows you to select minimum and maximum character limits for that field.
