@mention not sending email when use it in description field

When I use @mention in the description field it does not send email, but when I use it in a comment, it sends the email. Why is it not sent in the first case?

This sounds like this bug here JRASERVER-34753

You can vote on it and add yourself as a watcher for it.

The version of Jira Server that I use is  7.3.6 and it is not included.  In another projects the email is sent.

The user has Browse permission and is not watcher
