when creating an issue the assignee is specified in the create issue screen but the workflow always creates the ticket in the open state. agents then have to go to the issue and click the assign button to transition the issue from open to assigned even though its already assigned to them :S

you need to update your workflow so that your first step is assigned (if assignee is a field of create issue form).

As Fabio states, the workflow is a portion of JIRA that is customized to fit. If you want to display different statuses or automate functionality that needs to be considered and designed.
