we are planning to have (temporarily) a great number of user for a project on Jira/Confluence. We are on the cloud-solution with a monthly billing plan. I assume, as soon we remove the users from the application, the monthly bill will also decrease again, right?
What happens with the contet the temporary users create? A assume this will be still there?

Yes and no. Reducing the number of users will most likely lower the bill, however it does not do so immediately. It would only show a change in price upon the next billing cycle. This is explained in more detail in How are the costs of adding/subtracting users calculated in Atlassian Cloud?.
The content remains the same to the best of my knowledge. Having a user that created/edited content be deactivated primarily means that user can no longer login to the system or receive notifications. Provided that other active users can still have rights/permissions to reach/edit that data, there really isn't any data loss associated with deactivating a user account.
