I would like to reduce the number of users from 50 users to 25,
and I want to know if I have to change 25 users' status to "Inactive" or

If you currently have 50 users and want to reduce it to 25 you need to revoke the license of 25 users. This can be done by removing them from the group that grants product access.
The suspend/ remove options are actions at the level of your organization. You can use that but it will revoke access for ANY application in your organization.
You can also click on the individual users and it will show you the list of all applications they have access to. There you can change the product roles to revoke their access.
So there are multiple ways but it really depends on your setup and what you want to achieve exactly.

Atlassian product licenses are assigned to individual users (named licenses), rather than being floating or shared as you suggested. This means you can grant product access to up to 25 users in your organization at any given time.
If you attempt to assign a license to a 26th user, the system will prevent it. However, you can free up licenses by suspending existing user accounts, suspended users no longer count toward the license limit. Once suspended, you can assign the available licenses to other users.
I recommend not deleting user accounts, as doing so will permanently remove their Atlassian account along with all associated activity and progress across the site.
