Hi, I need to restrict access to my portal to external customers of my company. The only ones that can create tickets are my licensed executives: from Service_Desk_Team

Do you need to restrict access to the customer portal to only customers that your team adds?
Hope this helps.
You should be able to achieve this by removing all other customers from the project and adding the users from your Service_Desk_Team group as customers.
