Service Desk down - "header footer plugin isn't loading"

Hi, 

We're performing our 1st server refresh since doing an upgrade to Jira service desk 7.13.4 and can't get it back online.  We're being told the header footer plugin isn't loading and it's stuck at this point.  

Has anyone had this issue before or any experience with it?  We've raised a ticket with our Atlassian partner, but are trying to get a quicker resolution.
