After updating to Jira Core 7.12.3 we are no longer able to view the Audit Log under System. Is anyone else seeing this problem?

I have not seen any other reports of this behavior. In my 7.12.3 test install, I can still find the Audit view. So I'm curious what might be different in your environment that prevents you from seeing this.
You should only be able to reach this section through if you have the Jira system administrator role on the site. I do not believe that all Jira administrator users would have this ability, only the system admins.
You could try to go directly to the URL of [yourJIRAurl]/auditing/view to see if this loads for you that way.
If you're not sure if you're a Jira Admin vs System admin, see if you can go into the Global Permissions page /secure/admin/GlobalPermissions!default.jspa if you can't reach this page, then your account is not actually a system admin, and if you can reach this, you could at least then confirm that your account is a member of the group(s) that grant the jira system administrators role.
If you can confirm you have this role and still are not seeing the audit view, please let me know. We will probably want to create a support ticket and get a support zip from your Jira site to better understand what might be different in your environment.

Hi Andrew,
I was able to reach the /secure/admin/GlobalPermissions!default.jspa page with no issue. It shows me as a member of the System Admin group. We are still unable to see the audit view even going directly to the URL. Thanks for your response and any help that you can provide will be greatly appreciated.
