This issue can no longer be opened

I migrated to a new instance now when I bulk delete the ssues I get his issue can no longer be opened stuck in the All issues filter and I have to delete the project. To get rid of it. Has anyone seen this? Whats going on I never had this happen before

@Robert Kneip if the issues are closed then their status cannot be changed unless there is a transition available.  Have you looked at the workflow to see how the statuses are connected by transitions?  You might have to update the workflow by adding a transaction that allows the status to be changed.
