Throttled automation rules don't notify rule owner

I have an automation rule that's being throttled. It's fine, I know why and I can fix it.

The problem is, I haven't received any emails warning me that the rule is being throttled.

Can any one confirm whether throttled rules notify the rule owner? Or suggest how to debug this?

My rule details are:
- Owner: valid jira users with email account that a test rule successfully emailed
- Notify on error: email rule owner every time this rule fails

It seems to me that being throttled is an error state (it's yellow!) and an email should be generated.

Hi @Helen 

I recommend creating a global scope rule with the Service Limit Breached trigger to notify your site admins of breaches: https://confluence.atlassian.com/automation/jira-automation-triggers-993924804.html#Jiraautomationtriggers-servicelimitbreachedServicelimitbreached

With that trigger, the threshold may be selected and there are a couple of smart values which could be sent in an alert email: {{breachedSummary}} and {{breachedRules}}

FYI: the documentation indicates that trigger is for JSM only, but that is not correct.  The JSM one is "SLA Threshold Breached".
