What we are trying to do :
Eliminate duplicate tickets, by running a script that checks past tickets and showing a notification, when a ticket is about to be created. This should happen when the 'create ticket' button is clicked.
The script only needs to check the summary field of a small subset of past tickets
Is this possible ? If not any alternative?

I do not believe that is possible with built-in features of Jira Cloud. Which is probably a good thing as the summary of items in different projects could coincidentally be similar and the issues still be different work items.
What types of Jira issues are these which are encountering duplicates? For example, are these defect reports?
