I created a new user and they have "Jira Service Management [Join]" as an option under main menu, just below Jira and Confluence items.
No users are listed in any of the the "Jira Service management" groups and we don't use this product.
How do I turn off the menu option for all users?
We do not subscribe to JSM. And that App should not be shown to anyone.
Under "Apps" and "Jira Service Management" all the "jira-servicemanagement-*" groups have no membership.
This 'guest' account was specifically restricted to a single Jira Project and a single Confluence page.

ok, I found the issue (per the suggestion of above replies).
Under Admin site, Tab "Apps", there is "User access settings" Jira Service Management has "User (agent)" I updated it to 'None".
Have you checked your User Access Settings? Make sure that the email domain your new user has, isn't listed in there. If it is, remove it.
Also check that Jira Service Management isn't listed as an available product under 'Any Domain'.
Last idea, check your Jira Service Management Customer Access settings, remove the email domain of your user if you see it.
