Unable to assign a ticket to mail id

i am unable to assign an issue to a particular mail id i am able to assign it the user with the username but not with the mail id in the attachment i am able to assign it to the user not the mail id let me know why please

Hi @sai chinamuthevi 

You can only assign tickets to jira users who have access to the ticket.

If you want to assign to a new email address you will need to create them as a user.
