Unable to delete inactive status from workflow

Have an inactive status named 'Perpetual' in an active workflow. When I try to edit workflow, I'm unable to delete or remove that particular status from workflow. There are no entry or exit transitions on that status.

Follow below steps to remove in-active state:

1. Take a copy of your workflow
2. Go to edit workflow (of course, the newly created one) and remove all inactive steps/states
3. You will have to change your workflow scheme to use the newly created workflow and publish it.
