Unable to manage Org Admins

in the https://admin.atlassian.com/ page, there is no tabs available for managing things like "Overview, Directory, product, security, billing, settings". 
Is this because centralized user management is not enable ? 
How can we enable this  ?

You must be an Org Admin to see those things. And you must be an Org Admin to grant that permission to another user.
