Our current JIRA OS is Windows server 2003 (32 bit), upgrading with this OS will have any issues?
Also, I only have application level access. Is it possible to work on the upgrade without having database or server level access?

Main answer is no.
You need server access to do the upgrade.
Since you need to test upgrades, you will need a test environment and database access.
Also, Windows 2003 server is no longer a supported OS, so you will need to get another environment that is supported.

Just to check if Windows 2003 server is not a supported OS, then which OS is the supported one for the latest version?
Also our Server Type is VMware VM, so if we change only the Server Type instead of OS, will it help? And, if you can also mention the server type to be changed, it'll help a lot.

Windows 2003 isn't supported anymore by microsoft and no longer a secure OS, has nothing to do with atlassian.
I advise you to check with your IT department on how to proceed further with this.
Best approach would be a new VM with a supported os (Windows 2012 or later), restore your jira environment there and test the upgrade to 8.
Then repeat the scenario for production.
