Use Service Desk with Jira Software and Portofolio

I want to setup Service Dsek for the IT department and use it as Request Management. And at the end I want to use Portofolio to organize IT projects and have the whole view of all IT projects/tasks. 

When an agent gets a request will create a linked issue to a software project. My question is: How I will organize the Jira Software projects? One per request, one per team, or one per project?

I recommend having a JSW project per product in this case.
