Hi all,
I just want to give Jira User management permission to a particular group/members, but I should make sure they should not have any other permissions in Jira except user management, Just add/remove users. We're running into Server mode.
Please suggest me some ideas how it can be done?

That capability doesn’t exist within Jira. You would need to consider using an external user directory solution like Active Directory.
I am having the same issue in my organization. They need to separate the User Management part in JIRA and that user will not allow having other options.
Can you please more explain about Active Directory?

As @Jack Brickey said, this is not possible out of the box.
There is a marketplace app that provides this functionality: https://marketplace.atlassian.com/apps/1215285/user-management-for-jira?hosting=datacenter&tab=overview
Alternative you can check if it might be an option to use roles and give the user project administration permissions, but that might already be more permissions then you want to give them.
