User is unable to see settings for virtual agent

Atlassian Team members are employees working across the company in a wide variety of roles.

I have a user trying to work on their settings for their virtual agent in a project. Another member of the team set up the agent, but they are unable to see those settings and change them.

The original user can edit settings, but other admins of the project, and myself as a site admin, cannot.
