I would like to know - if I add a user on Jira, with just a "Has access on site" option set and no other Product access, what is the difference between that user and a portal customer user?
I am trying to identify the cases we would create users like this ... I know it does not add to the license costing but also I am thinking we add all staff like this and add license later.

One key difference is that HAOS user will have an Atlassian account on id.atlassian.com whereas a portal only will not. This documentation provides more details- manage-jira-service-desk-customer-accounts
