What consititues a user under the license?

What consitututes as a user under the license? i.e. Does someone who can submit a bug considered a user? i.e. We have lots of developers and thousands clients, can a client submit a bug and it not count towards the user license?

It is calculated from the users that have permissions to 'use' JIRA. By default this is any user who is in the 'jira-users' group

Specifically it's the users and groups specified as having the 'JIRA Users' global permissions.

I would also like to know what counts as a User. We have 7 Admins and a potential of 80k people that can submit tickets. Would all those 80k people count as a user?

It's exactl what Colin said. A user is someone who can log in. End of story. Sounds like you've got 80k + 7 users.

From the perspective of someone who does not know Jira at all and is purely trying to understand how the licensing works, we have 12 developers and 100's clients who can submit a ticket and want to know what is happening with their tickets etc. Do we nee licences for the clients or just the users (as in the developers)?
