What is the JIRA security vulnerability fix for JIRA Software 7.9.0?

I believe that the fix says to update to 7.13.5 but is this a full installation to 7.13.5 or just a way of fixing the problem?
If it's a just a fix, can you point me in the direction of where I can get the 7.13.5 fix file?

If it is a full upgrade to 7.13.5, then can you let me know where to find the installation guide to upgrade from JIRA Software 7.9.0 to 7.13.5 and the 7.13.5 installation file?

this will be a full Jira upgrade, you can find all the information on the security vulnerability here. 

With your current version Jira 7.9.0 you should upgrade to 7.13.5 that you can find here.
