So I help run an internal help desk for a call center and we use Jira service desk as a way for our employees to send in tickets to our IT department. We have only been using this service for a little over a year but we want to make some major updates to it. Is there a way to make a large amount of updates but not have them be live in case we break something? Is this something that I can using the versions tool for?

You may have a Jira dev instance, you can make all the changes you need and see if this break something. If not just make the same changes in the production instance.
