What is the difference between "Where I am participant" and "Created by anyone"

What is the difference between "Where I am participant" and "Created by anyone". We are hoping that customer portal users will be able to view all issues submitted in the project when they select 'Created by anyone'. Is this feature available in 3.1.6?

The "Created by anyone" filter shows all issues where the current user is the reporter or is added as participant.
