What will the impact of my support liceneses expiring on Feb. 15th

Will there be any impact on my Atlassian starter suite when the Starter licenses expire on the 15th (other than the lack of support).

I find having the suite locally +useful for my development work

You can keep using it as long as you like. You just won't receive any support or updates. So basically on your own, but able to keep using it as it is today. You might consider creating a free test instance of cloud.

Server licences are perpetual.  The only change you might notice is that your admins will sometimes be warned that you are no longer licenced!  Which won't get in the way of your usage.
