First, define "integrate". Unless you can clearly define what you want from an "integration", there's no way to point you to a best/cheapest "solution".
Once you have a broad definition, you can choose whether your solution should be implemented in Jira, or Service Now, or both.
Only then can you start comparing solutions for "best" and price.

@Vidhi Soni hi! As Nic pointed out, it's a broad question. You can also integrate the two systems with an external solution or use the connectors of the systems' providers. Both options have pros and cons, depending on your integration needs and budget (respectively). Feel free to look at one of the 3rd party options for Jira ServiceNow integration - ZigiOps, here at the marketplace.
