According to the Atlassian University course on Next-gen (Team Managed) project templates, a Project Administrator can send email invitations to unlicensed users to join projects.
Can this permission be revoked?
On our site, we have limited licences available so can not afford to have licences not managed by our Site Admins. It would be a deal-breaker for using the Next-gen projects if the Admins can not retain control over licencing.
Invite links can be disabled by a site or org admin by going to Settings > User Management > Site access. Under the 'User Invites' tab, "Existing users can send invitations to anyone" can be disabled. You may also want to disable invite links in the 'Invite Links' tab next to this

I have them turned off for Classic already but was concerned that Next-gen was using its own controls for new user invitations.
