assign managing users permission to a group (jira/confluence cloud)

I am just wondering, if it's possible to assign permission to manage users to a group on jira/confluence cloud?

I found the opportunity to administer Jira/Confluence but didn't find any possible to assign managing user permission to a group.

thank you for your answer and the link. Unfortunately it's not the answer for my question.

Let's me more precise my question:

I need a group to manage only the users and group.

So I create a group in Jira/Confluence cloud with the name "managing-users.-groups-admins". And what is the next step to assign the managing users/groups to the group?
