hung up on approver not seeing his requests for approval

Hi all

Is there a usual suspects list  for t-shooting why someone who is on a ticket as approver is unable to see when he logs in and goes upper right Request| Approvals | filter on Wating for my approval? please see pic  

This person is definitely on approver on the ticket.   Does the approver need special rights?  (Seems to work for jira-service-desk agents that are on approvers list but not other AD users that we sync LDAP with. The agents also AD users.  What's the diff.

this was also offered by one of our engineers if it helps determine our issue.

"I too am intrigued because the same issue happened to me. I notice, in the customer portal https://helpdesk.xxxx.xx/servicedesk/customer/portal/8 an Approver was able to get the "need approval" notification. When I click on create ticket via our "Admin" section he was not able to receive notification or see himself as approval."
