Is there a way to subscribe users to filters or they would have to do it themselves?

Just keep in mind that the users may not appreciate getting that type of email. One person in my organisation decided it was a good idea to send this, and a lot of people got creative with filters in their email inbox deleting these emails as spam.
Clarification: When I mean send them emails more of if they opt in to having those emails being sent to them.
