no pre-configured projects

I cannot see JIRA Service desk pre-configured projects. 

We have a jira-software (50 user license) , jira-service desk 3 user license, and a jira-core 10 user license. 

I am a jira-software user and also a jira-service-desk user.. I am not able to create JIRA service desk projects. When I press on create a project i only see Business & Software projects.

Current versions 
JIRA Service Desk 3.0.4

JIRA Software 7.0.4
JIRA Core 7.0.0

Do you have administrator rights? (JIRA administrators in User management)
